Cliff brings expertise in commercial banking and public policy to the C-PACE Alliance. From 2015 to 2017, Cliff served the White House liaison to Detroit, leading the federal government’s response to the City’s crisis. At the Mayor’s request, he organized a collaborative of banks and counseling agencies to offer a new mortgage product – the Detroit Home Mortgage — to help raise home values. Cliff served two tours of duty with the US Department of the Treasury. In 2011 he launched and directed the State Small Business Credit Initiative which risk-shared in over 12,000 small business loans and investments amounting to $9 billion. From 1997-2000, he helped design and enact the New Markets Tax Credit.
Cliff served as President & CEO of City First Bank, Washington, DC’s first CDFI bank. During his tenure, the Bank tripled its loan portfolio, raised new shareholder capital, and moved into new headquarters. Early in his career, he honed his development banking skills for seven years at ShoreBank in Chicago. Cliff holds a JD from Yale Law School and an MBA from Stanford Graduate School of Business.
