Cliff Kellogg
Executive Director
Cliff Kellogg is the Executive Director of the C-PACE Alliance, a position held since 2017. C-PACE Alliance’s mission is to enable the C-PACE industry to reach its potential in energy savings and economic development by supporting the quality and volume of C-PACE financings. The Alliance offers technical assistance to emerging C-PACE programs; reports on the latest market pulse of program information; advocates for programs consistent with best practices; publishes industry white papers; and features the people and organizations that lead the industry through their example.
Cliff’s federal government experience includes service as the Executive Director of the Detroit Federal Working Group, coordinating the federal government’s assistance to the City as it emerged from municipal bankruptcy. Cliff was also Director of the U.S. Treasury’s State Small Business Credit Initiative, a program that awarded $1.5 billion to states for loan and equity programs for small businesses. Earlier, Cliff worked at the National Economic Council and the US Treasury helping to develop the New Markets Tax Credit.
Cliff has extensive banking experience in private sector, with stints as President & CEO of City First Bank of DC, the first CDFI bank in the Washington, DC region, and at Shorebank Corporation in Chicago, IL as head of capital management and as Vice President of Commercial Lending at South Shore Bank. Cliff graduated from Yale Law School and the Stanford Graduate School of Business.
Nicholas Zuba
Deputy Director
Nicholas Zuba is an energy efficiency and environmental policy professional with over a decade of experience in environmental sustainability, in both the public and private sectors, specializing in deploying Property Assessed Clean Energy (PACE) financing for property owners to make energy-saving improvements. As Deputy Director of the C-PACE Alliance, Nicholas’s duties include expanding the organization’s membership; managing a portfolio of policy and programmatic initiatives for CPA members; arranging educational content; and helping to solidify CPA’s long-term value to its members.
Prior to joining C-PACE Alliance, Nicholas served as Director of PACE Policy and Programs at CleanFund Commercial PACE Capital. His duties included supplying CleanFund’s team with programmatic information and working collaboratively with industry counterparts to improve new and existing C-PACE programs across the country. He previously managed and administered the Connecticut Green Bank’s C-PACE Program for nearly six years. He also constructed projects to provide financing for energy-saving improvements in commercial and industrial properties. Earlier, Nicholas worked for Town of Babylon Government in Long Island, NY, where he became an administrator of the town’s Long Island Green Homes Program, one of the first operational residential PACE programs in the country.
Nicholas graduated from the Cornell Institute for Public Affairs at Cornell University with his Master of Public Administration degree. He also graduated from Ithaca College summa cum laude with a B.A. in Political Science.
